Baraka Ildephonce Leonard serves as the Clerk of the National Assembly of the United Republic of Tanzania and as the Regional Secretary of the Commonwealth Parliamentary Association (CPA) Africa Region. With over twenty years of distinguished public service, Mr. Leonard is renowned for his dedication to advancing parliamentary institutions and democratic governance throughout Africa and the Commonwealth.

 He holds a Master of Laws (LL.M.) in Corporate and Commercial Law from the University of Dar es Salaam, Tanzania. Mr. Leonard is an Advocate of the High Court of Tanzania and Subordinate Courts thereto, having been enrolled to the Bar Association of Tanzania since, 2011.

His legal expertise underpins his leadership in senior roles within the Tanzanian Government and Parliament, where he has led legislative reforms, modernisation efforts and capacity-building programs for parliamentary staff and members.

 Outside his professional responsibilities, Mr. Leonard is passionate about both music and football, reflecting a broad appreciation for culture, the arts and intercultural dialogue. He is a strong supporter of initiatives that foster cultural exchange and encourage youth engagement within parliamentary settings.

 As Regional Secretary of the CPA Africa Region, Mr. Leonard has advanced the Commonwealth Parliamentary Association’s mission by promoting inter-parliamentary cooperation, facilitating knowledge exchange and supporting capacity building across African legislatures. He has organised high-level conferences and dialogues, earning recognition for building partnerships that strengthen democratic practices. His leadership has reinforced good governance, transparency and collaboration within the Commonwealth. He remains committed to inclusivity, professional excellence and continuous learning in the parliamentary community.
