Mr. Stephen Kagaigai is the current Clerk of the National Assembly of Tanzania and currently the Regional Secretary for the Commonwealth Parliamentary Association (CPA) in the Africa Region in charge of overall Secretariat services for 18 Parliaments and 45 Legislatures in the continent.
Mr. Kagaigai began his career in the Attorney Generals’ Chambers as State Attorney. He rose through the ranks to become Principal State Attorney in charge of several Zones of the Attorney Generals Chambers.
He has been prosecuting several white-collar crimes involving bribery, drugs, forgery also conducting civil litigations including election petitions. He has worked with the Capital Development Authority as Deputy Corporation Secretary and served as Company Secretary for CDA Subsidiary Companies.
Mr. Kagaigai has also worked in Presidents Office State House where he held numerous positions including being coordinator for Public Service Administration assisting the Chief Secretary who is Head of Public Service. He has served as Cabinet Undersecretary assisting the Secretary to the Cabinet.
He has chaired numerous ad-hoc Public Committees appointed by past Chief Secretaries. He has also served as Acting Cabinet Clerk for which he was custodian of Cabinet records.
Mr. Kagaigai was instrumental in the creation and running of the Constitutional reform process, which culminated, to being awarded a Presidential Award for his outstanding service in the Constituent Assembly.
He has attended numerous training within and outside the country (United Kingdom, China, South Africa, Canada etc.) in several leadership courses involving Change Management, Strategic Management, Public Administration to name a few.
He holds a degree in Law (LLB (Hons)) and Masters of Law Constitutional Studies. (LLM in Constitutional Studies) and an Advocate of the High Court and Courts Subordinate.
A seasoned civil servant with over 28 years of experience, he passed over the calling to become a Clergy in favour of public service. He is married with four children.
