On 18th November 2010, President Dr. Jakaya Mrisho Kikwete addressed the tenth Parliament of the United Republic of Tanzania as part of its official inauguration.

In his speech, President Kikwete emphasized on building the middle class economy and empowering small and medium entrepreneurs, farmers, pastoralists and fishermen. He clearly outlined 13 priority areas which will be the key areas of concentration of the government for the next five years.

He said he had directed the officials of the National Planning Commission to prepare strategies of implementing the National vision in the remaining 15 years and that the implementation should be in five year period. He also said that it was better and more viable for co-ordination to be under one institution instead of each ministry, government department and agency to operate separately.
